Error: 1628 "Failed to complete script based install"

This error appears because the Operating System (Windows) does not have an
Updated "Install Shield". "Install Shield" is the program that Runs the
Installation of another Application. This usually happens in older Computers
running Windows 98 or Windows ME (Millennium).

Unfortunately, we are not permitted to assist you in updating your system's
"Install Shield" as it is not our program, we do not support it and it belongs
to the Operating System. Please try to run Windows Update to see if that
corrects the issue.
